SA Tomorrow: Planning San Antonio’s Future

San Antonio is growing fast. By 2040, Bexar County is expected to welcome 1.1 million new residents, 500,000 new jobs, and 500,000 new homes. To make sure the city grows in a way that protects quality of life, the City Council adopted SA Tomorrow, a 25-year comprehensive plan, in 2016.
This plan lays out a shared vision for how San Antonio will look, feel, and function in the years to come.
What is SA Tomorrow?
SA Tomorrow is a long-term framework that guides how the city develops, covering everything from land use and housing to transportation, jobs, and sustainability. The goal: balance growth with livability.
The plan shapes:
-
Where we live, work, shop, and play.
-
Public services and infrastructure investments.
-
The scale, density, and design of future buildings.
-
Preservation of cultural, historic, and natural resources.
It’s not just a city government tool — it’s a roadmap for residents, developers, employers, and community leaders to work together in shaping San Antonio’s future.
Why It Matters
Without thoughtful planning, rapid growth could lead to longer commutes, more traffic, and poorer air quality. The Comprehensive Plan helps keep San Antonio ahead of the curve, ensuring:
-
Stronger communities with better access to housing and jobs.
-
Improved infrastructure like roads, utilities, and transit.
-
Sustainability that protects the environment while accommodating growth.
-
Consistent land use policies across the city, making development clearer and fairer.
Sub-Area Plans & Future Land Use
One of the most important parts of SA Tomorrow is the creation of 30 sub-area plans across the city. Each one reflects the needs and priorities of individual communities.
These plans include Future Land Use Maps, which guide:
-
Where new housing should go.
-
Where businesses and industry should grow.
-
How neighborhoods should balance growth with character.
Once complete, these maps will give San Antonio its first-ever comprehensive land use map — a huge step forward in planning for smart, coordinated growth.
How You Can Be Involved
The City wants residents to shape the plan with their input. You can share ideas on:
-
Roadway improvements needed in your neighborhood.
-
Better access to essential services.
-
Community priorities like parks, schools, or transit.
Your voice ensures SA Tomorrow reflects what San Antonians truly value today — and for the generations to come.
